Request for Expressions of Interest for Individual Consultants - a National Budget Consultant and a National Audit Consultant

JPAC is seeking to hire two national consultants – a Budget Consultant and an Audit Consultant, to carry out the development and implementation of their strategy to advise JPAC on financial/audit matters and to build capacity amongst the staff.
Scope of work: Supporting the JPAC in producing independent analysis of the state of public finances in Myanmar, Provide training on budget revenue, expenditure and financing analysis, Monitor Economic developments, Review Legislative proposals, and Advise on administrative matters.
Qualifications: B.Econ(Eco)/ B.Com or M.Econ(Eco)/ M.Com or B.Com(CPA) or relevant degree. Work experience of a minimum of 10 years in: compiling national/state budgets, and monitoring budgets, fiscal policy, state planning, managing public finance; Experience in capacity building; Knowledge of analytical techniques; familiar with international financial standards; possess computer skills.
Scope of work: Advising JPAC on Legislation for accounting & audit reforms, Scrutinizing Auditor General’s reports, Budget & Financial reports for JPAC, Provide advice on PFM Reform, Inputs on capacity building, Carry out training, Advice on findings of Auditor General’s reports on non-compliance issues and systemic weaknesses, Advising on accounting and audit reforms.
Qualifications: B.Com/B Act or M.Com or B.Com(CPA) or relevant degree. Work experience of a minimum of 10 years in: Auditing in Auditor General’s office or international audit firms; knowledge of international accounting and auditing practices; familiar with international accounting and auditing standards, possess computer skills especially for data management.
Both the positions require well-developed oral and written communication and fluency in four skills in the use of English.
These assignments are for an estimated duration of 12 months as a full time or part time assignment. The location of the assignments is in Nay Pyi Taw, Myanmar.
